1999. Since his 1981 voluntary departure from the U.S. special rescue operations unit, Ray Cobalto has been making ends meet by offering his services to causes he feels deserve his experience, personal attention and, of course, pays well. Although he despises the name "Merc", he knows that's exactly what he has become.

Cobalto has JJ Blair, RC and Trish, three of his former members of Cobalto Force, working undercovered at a D.C. nightclub for one of their latests assignments. As Cobalto waits with RC for JJ, Cobalto can't help but get involved when one of the exotic dancers, Maggie Brandon, is roughed up by five well dressed not so gentle gentlemen. A fight ensues and stops only after the suits realize they stand no chance against Cobalto, JJ, RC and Trish. One of them flashes a badge identifying himself as a US Secret Service Agent.

During the melee, Maggie managed to get away and the USSS agents depart, leaving Cobalto wondering why they didn't get arrested.

Maggie had been dating Preston Titus, the son of a powerful and wealthy US Congressman. Their dating had come to an abrupt end when Preston disappeared, and after two months, called her, arranging to meet her at the nightclub, to explain. He never showed up, but the USSS agents did.

Ray Cobalto, still mystified by the nightclub incident, enlists the help of his Cobalto Force teammates and launches a full search for the girl. When she's found, Cobalto learns the partial story.

Maximilian Titus, Preston's father, is using money from some of the largest criminal organizations in the world to finance his Presidential campaign. At the request of this people, he had ordered Preston to stop dating Maggie, mainly because it would be an embarrassment if the media found out his son was dating a stripper, and, it will cost him the votes of the moral majority when he runs for the Presidency. Preston had responded threatening to expose his secret to the media. Maximilian put his son under "Forced Protective Custody", until he managed to escape and called Maggie.

Preston had given Maggie a Computer Disk to keep and asked her to give it to the media in the event something happened to him. The USSS agents were looking for this disk when they met Cobalto.

As Cobalto wins Maggie's trust, Preston is found dead with all evidence of the murder pointing at Maggie. She gets arrested and the disk taken away from her. Cobalto and his team break her out of jail and soon get involved in a web of deception, murder, and international conflict.

Filled with lots of action and plot twists, COBALTO will lead you to an end that is sure to prove to you that "You can't always predict the ending"
